Description
The Gauteng Partnership Fund (GPF) invites suitably qualified and experienced individuals to apply for the position of Interim Project Manager: Non-Performing Loans (Property Operations Specialist) 12 Months Contract. The successful candidate will be responsible for managing and implementing GPF’s NPL Recovery Programme and supporting the NPL Committee and Executive Committee (Exco) in addressing and resolving the organisation’s non-performing loan portfolio.
Purpose of the Job
To lead and manage the implementation of the Gauteng Partnership Fund’s (GPF) Non-Performing Loans (NPL) Recovery Programme by overseeing recovery strategies, repossession processes, and stakeholder engagement initiatives. The role aims to ensure the effective resolution of distressed assets, enhance value creation, support legal enforcement efforts, and reduce the overall NPL portfolio in alignment with GPF’s strategic objectives and development finance mandate.

Requirements
QUALIFICATIONS AND EXPERIENCE REQUIREMENTS:
- A Bachelor’s degree in Property Management, Finance, Economics, Law, Business Administration, or a related field (NQF Level 7) is required.
- Postgraduate qualification or certification in Credit Management, Debt Recovery, or Public Sector Finance (Advantageous).
- A minimum of 5 years’ relevant experience in loan restructuring, legal recoveries, and portfolio turnaround, with at least 3 years in project management or property operations, focusing on NPLs or distressed assets.
- Experience in development finance, legal enforcement, or asset recovery is essential.
- Sound knowledge of South African financial, legal, and property regulatory frameworks.
KEY COMPETENCIES:Technical Knowledge
- In-depth understanding of non-performing loan resolution strategies, including restructuring, legal enforcement, and repossession processes.
- Sound knowledge of property operations, asset management, and development finance principles.
- Understanding of South African financial, legal, and property regulatory frameworks.
Familiarity with development finance institution (DFI) mandates and public-private partnership models.
Skills
- Strong project management skills with the ability to manage multiple priorities and deliverables.
- Advanced financial and legal analytical skills with experience handling complex NPL cases.
- Excellent negotiation and stakeholder engagement abilities.
- High-level written and verbal communication skills, including report writing and presentations for executive and board-level audiences.
- Competency in developing performance dashboards and strategic reporting tools.
